Closing arguments made in Texas redistricting case (AP)

WASHINGTON ? Attorneys for the Justice Department and state of Texas are making their closing arguments in a Washington courtroom over whether electoral maps crafted by the Republican-dominated Texas Legislature violate the Voting Rights Act.

The three-judge panel has listened to two weeks of testimony and must decide whether the new maps of the state's legislative and congressional districts violate a section of the federal statute that requires pre-approval from the Justice Department for states with a history of racial discrimination.

Texas is one of nine, mostly southern states that require so-called "pre-clearance."

The Justice Department and a coalition of minority groups argue that Texas lawmakers recut several districts to dilute minority voting power. The state denies the claim and maintains the new districts were designed to solidify and improve Republican chances.

A fight over the redrawing of Texas' political maps that's shuttled from Washington to San Antonio returns to Washington on Tuesday for closing arguments in a trial to determine whether the maps drawn by the GOP-dominated Texas Legislature violated the federal Voting Rights Act.

The Justice Department has argued ? along with a coalition of minority groups ? that Texas lawmakers recut several districts in a way that was designed to dilute minority voting power. The state has, in essence pled politics: It maintains that lawmakers cut districts to solidify and improve Republican chances but did not do so with the intent to suppress minority voters.

The Justice Department and the state of Texas will have one hour each to make closing arguments on Tuesday. Each of the minority groups will have 15 minutes each to argue to the judges.

The trial in Washington has continued even as attention from all sides has shifted to another federal court in San Antonio. After the U.S. Supreme Court rejected interim maps the court initially drew, it asked the San Antonio court to redraw maps with more deference to the map originally drawn by the Texas Legislature.

Proceedings will go ahead in Washington amid continued uncertainty about Texas' elections.

On Monday, an attorney for one of the nine groups that have sued to block the redistricting maps said settlement talks between the state and groups that have opposed the maps have stalled. That puts Texas' April 3 primaries in serious jeopardy.

In both proceedings, there's a lot on the line.

Texas will add four seats to its congressional delegation in 2012 because of adjustments made with 2010 census data. Both Democrats and Republicans believe the state will be an important factor in the battle for control of the U.S. House. Adjustments in Texas House and Senate maps could also affect the balance of power in the Legislature, though Republicans will almost certainly maintain control of both.

Judges have heard hours of testimony from Texas lawmakers, members of Congress, Texas House and Senate staff and redistricting experts. In addition, the judges will consider thousands of pages of pre-filed evidence from the two sides.

The presiding judge in the Washington case, Rosemary Collyer, moved up closing arguments to Tuesday so both parties could turn their attention to the San Antonio court. A series of filings from both sides will be due shortly after.

Nuclear experts in Iran on day of oil embargo vote (Reuters)

TEHRAN (Reuters) ? U.N. nuclear inspectors arrived in Iran on Sunday, hoping to shed light on suspected military aspects of Tehran's atomic work, on the day its lawmakers look set to ban oil exports to Europe in revenge for new EU sanctions.

The head of the International Atomic Energy Agency delegation said he aimed to "resolve all the outstanding issues with Iran" over the nuclear program which the West believes is aimed at making weapons but which Iran insists is peaceful.

"In particular we hope that Iran will engage with us on our concerns regarding the possible military dimensions of Iran's nuclear program," IAEA Deputy Director General Herman Nackaerts told reporters before departing from Vienna airport.

That may be a tall order, with Iran insisting its right to peaceful nuclear technology be recognized by skeptical countries which say its uranium enrichment activities - some of which have been moved to a bomb-proof bunker - go beyond what is needed for atomic energy.

Tensions with the West rose this month when Washington and the European Union imposed the toughest sanctions yet in their campaign to force Tehran into making concessions. The measures take direct aim at the ability of OPEC's second biggest oil exporter to sell its crude.

Less than one week after the EU's 27 member states agreed to stop importing crude from Iran from July 1, Iranian lawmakers were due to debate a bill later on Sunday that would cut off oil supplies to the EU in a matter of days.

By turning the sanctions back on the EU, lawmakers hope to deny the bloc a six-month window it had planned to give those of its members most dependent on Iranian oil - including some of the most economically fragile in southern Europe - to adapt.

BUYBACK PROBLEMS

The head of the state-run National Iranian Oil Company (NIOC) said late on Saturday that the export embargo would hit European refiners, such as Italy's Eni, that are owed oil from Iran as part of long-standing buy-back contracts under which they take payment for past oilfield projects in crude.

"The decision must be made at high echelons of power and we at the NIOC will act as the executioner of the policies of the government," Ahmad Qalebani told the ISNA news agency.

"The European companies will have to abide by the provisions of the buyback contracts," he said. "If they act otherwise, they will be the parties to incur the relevant losses and will subject the repatriation of their capital to problems."

"Generally, the parties to incur damage from the EU's recent decision will be European companies with pending contracts with Iran."

Italy's Eni is owed $1.4-1.5 billion in oil for contracts it executed in Iran in 2000 and 2001 and has been assured by EU policymakers its buyback contracts will not be part of the European embargo, but the prospect of Iran acting first may put that into doubt.

Eni declined to comment on Saturday.

The EU accounted for 25 percent of Iranian crude oil sales in the third quarter of 2011. However, analysts say the global oil market will not be overly disrupted if parliament votes for the bill that would turn off the oil tap for Europe.

"The Saudis have made it clear that they'll step in to fill the void," said Robert Smith, a consultant at Facts Global Energy.

"It would not pose any serious threat to oil market stability. Meanwhile Asians, predominantly the Chinese and Indians, stand to benefit from more Iranian crude flowing east and at potential discounts."

Potentially more disruptive to the world oil market and global security is the risk of Iran's standoff with the West escalating into military conflict.

Iran has repeatedly said it could close the vital Strait of Hormuz shipping lane if Western sanctions succeed in preventing it from exporting crude, a move Washington has said it would not tolerate.

The IAEA's three-day visit may be an opportunity to defuse some of the tension. Director General Yukiya Amano has called on Iran to show a "constructive spirit" and Tehran has said it is willing to discuss "any issues" of interest to the U.N. agency, including the military-linked concerns.

But Western diplomats, who have often accused Iran of using such offers of dialogue as a stalling tactic while it presses ahead with its nuclear program, say they doubt Tehran will show the kind of concrete cooperation the IAEA wants.

They say Iran may offer limited concessions and transparency in an attempt to ease intensifying international pressure, but that this is unlikely to amount to the full cooperation required.

The outcome could determine whether Iran will face further international isolation, or whether there are prospects for resuming wider talks between Tehran and the major powers on the nuclear dispute.

Jordan's king receives Hamas leader (AP)

AMMAN, Jordan ? A high-profile visit to Jordan by the leader of Hamas has revived contacts with the Palestinian militant group, but Jordan will not lift a ban on its activities there, a senior Jordanian official said Sunday.

Khaled Mashaal's visit was part of Jordan's efforts to engage with previously shunned Islamists, who have been gaining ground across the region in Arab Spring uprisings.

"It will only break the ice, following years of estrangement," said the official, who was attending talks between Khaled Mashaal and Jordan's King Abdullah II, "but Hamas will not be allowed to reopen its offices in Jordan."

Re-establishing contact with Hamas also positions Jordan to mediate between Israel and the Palestinians.

Mashaal holds a Jordanian passport, but the kingdom expelled him and four other Hamas leaders in 1999 for "illicit and harmful" activities, forcing Mashaal to set up camp in exile in Syria, from where he has led his group's political bureau. With the harsh Syrian government crackdown on protesters ? including some Palestinians in Syria ? Mashaal is looking for a new place to operate.

Jordan blacklisted Hamas after an alleged weapons cache was discovered in the country six years ago.

Since then, Mashaal was allowed to enter Jordan twice on humanitarian grounds ? in August 2009 to attend his father's funeral, and again last October to visit his ailing mother.

Speaking to reporters after the meeting on Sunday, Mashaal said Hamas was eager to develop "close and unique relations" with Jordan. He suggested more meetings could follow.

"Hamas also cares for Jordan's security and stability," he said.

Mashaal also acknowledged "limits and ceilings" in the relationship, which he said Hamas "respects," but he did not say if the group asked the king to reopen its offices here.

Jordanian officials said the matter was not raised.

The visit was arranged by the crown prince of Qatar, which is helping Hamas find a new home.

Hamas, which took over the Gaza Strip violently in 2007, opposes a peace deal with Israel.

Jordan, a key U.S. Mideast ally, has a signed peace treaty with Israel. It strongly advocates a negotiated settlement to the lingering Arab-Israeli conflict.

A revival of contacts with Hamas would also allow Jordan to mediate between Palestinian President Mahmoud Abbas, who heads the moderate Fatah faction and Hamas ? his arch foe since 2007. Egypt has been trying to broker an agreement between both sides.

Jordan hosted five meetings between Israeli and Palestinian negotiators this month in a bid to have them restart their peace talks.

Jordanian Prime Minister Awn al-Khasawneh repeatedly said that expelling Mashaal was a "legal and constitutional mistake which must be corrected."

Women Can Take Steps to Prevent Cervical Cancer (HealthDay)

WEDNESDAY, Jan. 25 (HealthDay News) -- Women need to get recommended Pap tests, while girls and young women should be vaccinated against human papillomavirus (HPV) to protect them from cervical cancer, the American College of Obstetricians and Gynecologists advises during Cervical Health Awareness Month.

Cervical cancer kills more than 4,000 women in the United States each year. Many of them could have been saved by routine Pap tests, which look for abnormal cells in the cervix that can turn into cancer. When caught early, those abnormal cells are highly treatable, according to the college.

More than 12,000 new cases of cervical cancer will be diagnosed in the United States this year, according to the American Cancer Society.

The good news is that the rate of cervical cancer in the United States has fallen more than 50 percent in the past three decades due to the widespread use of the Pap test, the college says.

Cervical cancer is caused by certain strains of HPV, a common sexually transmitted disease. HPV can also cause genital and anal warts and cancer of the mouth, head and neck, penis and anus.

Women can help protect themselves against cervical cancer by being monogamous, practicing safe sex and getting periodic Pap tests. In addition, girls and young women aged 9 to 26 should receive the HPV vaccine, the college recommends.

A young women should get her first Pap test when she turns 21 and continue having a Pap test every two years until age 30. Women age 30 and beyond who have three consecutive negative Pap test results can be screened once every three years, the college says.

Foreclosures pushing house prices lower

The ongoing wave of foreclosures continues to drag home prices lower.

Foreclosure-related properties, which made up roughly one in five home sales in the third quarter of ?last year, sold for an average 34 percent less than homes that were not ??distressed sales,? according to the latest data from RealtyTrac, a housing data research firm.

Foreclosures accounted for a smaller share of total sales as banks already glutted with properties slowed the pace of new seizures until they could unload the houses they already owned. The share of distressed sales also slowed last year following a slowdown in new foreclosures after consumer complaints and lawsuits challenging seizures that resulted from ?robo-signing? and other questionable document practices.

?The sooner the market gets more clarity about accepted foreclosure procedures, primarily through the long-promised settlement between multiple states attorneys general and major lenders, the sooner the market can more efficiently dispose of these distressed properties,"?said Brandon Moore, chief executive officer of RealtyTrac.

Reforms of those procedures are part of a recently proposed, comprehensive settlement with lenders over abusive foreclosure practices. But the settlement, which is being touted as a program to save homes from the sheriff?s sale, could have the perverse effect of increasing the pace of foreclosures if it helps insulate bankers from potential lawsuits.

Even with the slowdown in home seizures and the legal complications often involved in buying those properties, foreclosure sales represent a historically high percentage of all sales, according to RealtyTrac. During the housing boom years of 2005 and 2006, less than 5 percent of all home sales were foreclosure-related. In the third quarter, the share reached 20 percent, down from 22 percent in the second quarter and 30 percent in the third quarter of 2010.

Those percentages are much higher in the states hardest hit by the housing collapse. In Nevada, foreclosure-related sales accounted for nearly 57 percent of all residential sales during the third quarter, the highest percentage of any state. ?In California 44 percent of the sales were foreclosure related, followed by Arizona (43 percent), Georgia (34 percent), Colorado (26 percent) and Michigan (23 percent).

Some sellers and real estate agents have tried to draw a?distinction?between foreclosure-related truncations and ?non-distressed? sales in determining the price of the next sale of a comparable home. But just as the latest sale of a share of stock determines the starting point for the next transaction,?home buyers are using those distressed sales as a benchmark when making their bid.

The result is that sellers have been marking down their asking prices to match those distressed sales, according to separate research by FNC, another housing research firm. The company found that price cuts in December rose to their highest levels in nearly a year. The average markdown for non-distressed properties rose in the fourth quarter to 4 percent by December. Discounts were higher in the weakest local markets; one in four ?non-distressed? houses was marked down by more than 16.2 percent from the initial asking price.

Distressed sales fall into roughly two categories: properties already owned by banks and those at various stages of foreclosures, some of which may be sold in a ?short sale? before the foreclosure is final. Once owners have moved out, bankers who own the property are much more willing to cut prices because they now bear the cost of maintaining it. Compared to a non-distressed sale, the average discount for a bank-owned property was nearly 42 percent in the third quarter of 2011, according to RealtyTrac. That compares with a discount of just 24 percent for properties earlier in the foreclosure pipeline.

Some local markets are seeing much bigger price cutting. The Trenton-Ewing, N.J., metro area posted the biggest foreclosure discount of 68 percent below the average sales price of homes not in foreclosure. Discounts were also steeper than average in St. Louis (55 percent), Milwaukee (53 percent), Springfield, Mass. (52 percent), Saginaw, Mich. (52 percent), New Haven-Milford, Conn. (51 percent), Memphis (51 percent), San Francisco (51 percent), Toledo, Ohio (50 percent), Bridgeport-Stamford-Norwalk, Conn. (50 percent), and Atlanta (50 percent).

Wizards fire coach Saunders, promote Wittman (AP)

WASHINGTON ? Flip Saunders was fired Tuesday as coach of the NBA-worst Washington Wizards and replaced by assistant Randy Wittman, who has the job for the rest of the season.

The Wizards fell to 2-15 this season, including 0-7 on the road, with a 20-point loss to the Philadelphia 76ers on Monday. Washington's next game is at home Wednesday against the Charlotte Bobcats.

"We felt the team had become unresponsive, and we will look to Randy to provide a different voice and a change in philosophy moving forward," Wizards president Ernie Grunfeld said in a statement released by the team. "We have been transparent in how we would evaluate our team this season and we were disappointed in the lack of development of our players at this point in our rebuilding plan."

Saunders was in his third season with the Wizards, going 51-130. When he was hired, the roster featured All-Stars Gilbert Arenas, Antawn Jamison and Caron Butler, but the franchise is now rebuilding around point guard John Wall, the No. 1 overall pick in the 2010 draft.

But there is not a lot of help for Wall, and the Wizards have been prone to inconsistent play, often failing to even be competitive this season. On Monday, they walked down the court for offensive possessions, never hustled after loose balls and couldn't convert the easiest of buckets, missing eight of nine shots in the paint in the first quarter.

After one string of sloppy plays, Saunders took a knee in front of the scorer's table, bowed his head and rubbed his temples.

After the game, Wall said: "Whoever got the ball just took a shot. Guys are holding their heads down, and we're not fighting or competing."

Back in December, before the lockout-shortened season began, Saunders tried to look on the bright said, saying he could envision how the young Wizards could improve on their 23-59 record from 2010-11.

"I want to compete for the playoffs," the coach said then.

But Washington got off to a franchise-worst 0-8 start ? half of the losses were by at least 18 points ? before beating the Toronto Raptors. Curiously, the Wizards' only other victory came against Kevin Durant and the Oklahoma City Thunder.

Saunders tried finding different ways to motivate players such as Andray Blatche, who was made a captain for the season-opening game, and tinkered a bit with the lineup. But nothing seemed to get things going in the right direction.

Asked after what turned out to be his last game with Washington how he can change the way the Wizards are performing, Saunders said Monday night: "You try to put different lineups in, play a lot of different people, try to do some different things."

Before joining the Wizards, Saunders coached 13 NBA seasons with the Minnesota Timberwolves and Detroit Pistons, reaching the conference finals a total of four times.

He was hired by Washington in April 2009, and given a four-year contract.

Wittman gets his third job as an NBA head coach, after going 100-207 ? a .326 winning percentage ? with Minnesota and the Cleveland Cavaliers. Wittman was drafted by Washington with the 22nd overall pick in the 1983 draft.

"We have struggled as a team at times this season, but we have also seen a great deal of potential from our young players and glimpses of what we can accomplish together as a team," Wittman said. "The coaching staff will look to build on that by utilizing the length, athleticism and versatility of our roster to improve our defense and create more opportunities in the open court."

Was 'Bridesmaids' deserving of Oscar nod?

Debate continues over whether "Bridesmaids" deserves its Oscar nominations.

Did "Bridesmaids" get left behind at Oscar's Best Picture altar? Or are the raunchy comedy's two nominations already more than it deserves?

Some early buzz suggested that Kristen Wiig's R-rated wedding-disaster hit was a contender for the Academy Awards' top prize, especially now that the field is open to more than just five films. That didn't happen, but "Bridesmaids" did score a supporting-actress nod for Melissa McCarthy, who played the endearingly obnoxious and sexually voracious Megan, and an original screenplay nomination for writers Wiig and Annie Mumolo.?

Best Picture was always going to be a long shot. The fact is that the Oscars have never been kind to comedies, as a look at recent years makes clear. Of the nine movies nominated for Best Picture this year, only Woody Allen's "Midnight In Paris" is considered a comedy, and of the 10 nominations in 2010 and 2011, only the animated movies ?"Toy Story 3" and "Up" qualify.?

Another thing to note is that all three of those films lean more toward the heartwarming than the edgy side, and the Oscars don't tend to favor that kind of tone unless it's in a serious, weighty drama. The bold use of gross-out humor in "Bridesmaids" surely didn't work in its favor for the big nomination. Instead, it was honored in traditionally safe, relatively minor categories for envelope-pushers ? supporting actress and script.

But in any case, along with successful showings for "Moneyball" and "The Girl with the Dragon Tattoo," the nominations for "Bridesmaids" are a victory for mainstream, populist entertainment in a race that usually leans too heavily toward the self-consciously serious.?

Some fans were thrilled for Melissa McCarthy.

McCarthy in particular makes an unusual Oscar choice ? her character is neither the long-suffering martyr or dainty model that usually gets picked. SC verdict: Romney, Gingrich face off in primary (AP)

COLUMBIA, S.C. ? Mitt Romney and Newt Gingrich collided Saturday in the South Carolina primary, the first Southern testing ground in the race for the Republican presidential nomination and historically a harbinger of the final outcome.

Rick Santorum and Texas Rep. Ron Paul rounded out the field in a campaign defined by its unpredictability.

There were 25 Republican National Convention delegates at stake, but political momentum was the real prize with the race to pick an opponent to President Barack Obama still in its early stages.

In all, more than $12 million was spent on television ads by the candidates and their allies in South Carolina, much of it on attacks designed to degrade the support of rivals.

Already, Romney and a group that supports him were on the air in next-up Florida with a significant ad campaign, more than $7 million combined to date. The state's primary is Jan. 31.

Romney, the former Massachusetts governor, swept into South Carolina 11 days ago as the favorite after being pronounced the winner of the lead-off Iowa caucuses, then cruising to victory in New Hampshire's first-in-the-nation primary.

But in the sometimes-surreal week that followed, he was stripped of his Iowa triumph ? Santorum holds the lead if not the win ? while former Utah Gov. Jon Huntsman dropped out and endorsed Romney and Texas Rep. Rick Perry quit and backed Gingrich.

Romney responded awkwardly to questions about releasing his income tax returns, and about his investments in the Cayman Islands. Gingrich, the former speaker of the House, benefited from two well-received debate performances while grappling with allegations by an ex-wife that he had once asked her for an open marriage so he could keep his mistress.

By primary eve, Romney was speculating openly about a lengthy battle for the nomination rather than the quick knockout that had seemed within his grasp only days earlier.

One piece of primary day theater failed to materialize when the two men avoided crossing paths at Tommy's Ham House in Greenville, packed with partisans holding signs that read either "Romney" or "Newt 2012."

Romney rolled in earlier than expected, and had left by the time Gingrich arrived.

Santorum got a lift hours before the polls closed when the Iowa Republican Party declared him the winner of the caucuses on Jan. 3. Romney was pronounced the victor by eight votes initially, but on Thursday, party officials said a recount showed Santorum ahead by 34. Even so, they declared the outcome a tie.

Santorum, a former Pennsylvania senator, pinned his South Carolina hopes on a heavy turnout in parts of the state with large concentrations of social conservatives, the voters who carried him to his surprisingly strong showing in Iowa.

Paul had a modest campaign presence here after finishing third in Iowa and second in New Hampshire. His call to withdraw U.S. troops from around the world was a tough sell in a state dotted with military installations and home to many veterans.

As the first Southern primary, South Carolina has been a proving ground for Republican presidential hopefuls in recent years.

Since Ronald Reagan in 1980, every Republican contender who won the primary has gone on to capture the party's nomination.

Romney's stumbles began even before his New Hampshire primary victory, when he told one audience that he had worried earlier in his career about the possibility of being laid off.

He gave a somewhat rambling, noncommittal response in a debate in Myrtle Beach last Monday when asked if he would release his tax returns before the primary. The following day, he told reporters that because most of his earnings come from investments, he paid about 15 percent of his income in taxes, roughly half the rate paid by millions of middle-class wage-earners. A day later, aides confirmed that some of his millions are invested in the Cayman Islands, although they said he did not use the offshore accounts as a tax haven.

Asked again at a debate in North Charleston on Thursday about releasing his taxes, his answer was anything but succinct and the audience appeared to boo.

Gingrich benefited from a shift in strategy that recalled his approach when he briefly soared to the top of the polls in Iowa. At mid-week he began airing a television commercial that dropped all references to Romney and his other rivals, and contended that he was the only Republican who could defeat Obama.

It featured several seconds from the first debate in which the audience cheered as he accused Obama of having put more Americans on food stamps than any other president.

Nor did Gingrich flinch when ex-wife Marianne said in an interview on ABC that he had been unfaithful for years before their divorce in 1999, and asked him for an open marriage.

Asked about the accusation in the opening moments of the second debate of the week, he unleashed an attack on ABC and debate host CNN and accused the "liberal news media" of trying to help Obama by attacking Republicans. His ex-wife's account, he said, was untrue.

Tiny baby leaves Los Angeles hospital amid fanfare (AP)

LOS ANGELES ? One of the world's smallest surviving babies was discharged Friday from the hospital where she spent nearly five months in an incubator ? but not before getting the Hollywood treatment.

Wearing a pink knit hat and wrapped in a pink princess blanket, Melinda Star Guido was greeted by a mob of television cameras and news photographers outside the Los Angeles County-USC Medical Center.

"I'm just happy that she's doing well," said her 22-year-old mother Haydee Ibarra. "I'm happy that I'm finally going to take her home ... I'm just grateful."

Melinda was born on August 30 weighing just 9 1/2 ounces, less than a can of soda. She was so tiny that she fit into her doctor's hand. Melinda is believed to be the world's third-smallest surviving baby and second smallest in the U.S.

Now weighing 4 1/2 pounds and breathing through an oxygen tube as a precaution, doctors said Melinda has made enough progress to go home. Her brain scan was normal and her eyes were developing well. She also passed a hearing test and a car seat test that's required of premature babies before discharge.

It's too early to know how she will do developmentally and physically, but doctors planned to monitor her for the next six years.

"I am cautiously optimistic that the baby will do well, but again there is no guarantee," said Dr. Rangasamy Ramanathan, who oversees preemies at the hospital.

Most babies as small don't survive even with advanced medical care. About 7,500 babies are born each year in the U.S. weighing less than 1 pound, and about 10 percent survive.

Melinda has come a long way since being delivered by cesarean section at 24 weeks after her mother developed high blood pressure during pregnancy, which can be dangerous for mother and fetus.

She was whisked to the neonatal intensive care unit where she breathed with the help of a machine and received nutrition through a feeding tube. Infants born before 37 weeks are considered premature.

Even after discharge, such extremely premature babies require constant care at home. Their lungs are not fully developed and they may need oxygen at home. Parents also need to watch out for risk of infections that could send infants back to the hospital. Even basic activities like feeding can be challenging.

"They may need extra help and patience while they learn to eat," Dr. Edward Bell, a pediatrician of the University of Iowa who runs an online database of the world's smallest surviving babies born weighing less than a pound.

The list features 130 babies dating back to 1936 and does not represent all survivors since submission is voluntary. Melinda was not eligible to be included until she was discharged.

Two years ago, Bell published a study in the journal Pediatrics that found many survivors have ongoing health and learning concerns. Most also remain short and underweight for their age.

There are some rare success stories. The smallest surviving baby born weighing 9.2 ounces is now a healthy 7-year-old and another who weighed 9.9 ounces at birth is an honors college student studying psychology, according to doctors at Loyola University Medical Center in Illinois where the girls were born.

Soon after birth, Melinda was treated for an eye disorder that's common in premature babies and underwent surgery to close an artery. Ibarra held Melinda for the first time after the operation in November. Her parents said the toughest part was battling traffic after work every day to see their daughter.

Follow These Best Practices When Dual-Booting OS X and Windows 7 on a Hackintosh Windows and Mac OS X don't always get along so well when they're required to co-exist on the same drive, but that doesn't mean they can't. Hackintosh master tonymacx86 outlines the best practices for setting up a dual-boot environment on your hackintosh in this charming video. You'll get all the information in the video above, but here's an outline of the steps you should take for reference:

  1. Create two partitions on your drive, both using a GUID partition table.
  2. Format at the OS X partition as Mac OS X Journaled and the Windows partition as MS DOS FAT.
  3. Install Windows 7 first, but remember that there is a hidden partition (meaning your Windows partition will be partition #3 rather than #2).
  4. Now install Mac OS X (use our guide if you don't know how) on partition #1 and you should be able to dual-boot problem-free.

(AP) ? Heavy fighting broke out in Somalia's capital on Friday with African Union peacekeepers encountering resistance as they pushed to Mogadishu's outskirts for the first time, the latest move in an offensive against Islamist insurgents.

Hundreds of residents fled a northern Mogadishu neighborhood after waking to the sound of mortars and gunfire. AU troops have largely pushed al-Shabab militants out of the city over the last year, but pockets of resistance remain.

Resident Abdirahman Ahmed said he was awakened by "noisy mortars" on Friday, said that al-Shabab fighters appeared to be moving back into the northern neighborhood of Heliwa.

"We want to flee now," he said, adding: "People are nervous."

Lt. Col. Paddy Ankunda, the spokesman for the AU force that is known as AMISOM, said Friday was the first time that AU forces moved outside of Mogadishu.

"We are moving out of the city now so we can defend the city from outside now. Our troops have captured strategic bases from al-Shabab," Ankunda said.

The nearly 10,000-strong AU force was confined in previous years to small slices of Mogadishu, but the push to expand their zones of control over the last year have been largely successful. The AU force is working side by side with Somali troops, but most of the gains have been made by the better trained and equipped troops from Uganda and Burundi.

Al-Shabab is also being pressured by Kenyan military forces in Somalia's south and Ethiopian forces in the west.

East African nations want the U.N. Security Council to authorize an increase in the number of troops inside AMISOM to 17,000. Kenya has also asked the U.N. for its forces inside Somalia to be integrated into the AU.

Militants continue to carry out suicide and roadside bomb attacks in Mogadishu. At least six bombs were found or exploded in the capital since Wednesday, including a blast on Thursday that killed six people.

Meanwhile, the AU force commander, Maj. Gen. Fred Mugisha, said that around 3,000 Somali troops had not received their wages for the past four months. The AU is supposed to pay them with money donated by Italy, but Mugisha said the Italians had not yet sent the cash. The delay in payment had caused some soldiers to desert their posts, he said.

"It will have an impact on morale," he said.

Around 7,000 other Somali soldiers are paid by the U.S. through a separate program.

Somalia hasn't had a functioning government in more than 20 years. The current transitional government, whose mandate ends in August, is paralyzed by political infighting. The U.N. is pressing government leaders to resolve their differences and expand the areas in the country the government provides services to.

Somalia has also been dealing with a famine the last six months that is estimated to have killed between 50,000 and 100,000 people. Friday was the six-month mark since the U.N. declared famine in Somalia on July 20.

Ron Paul: Are his voters being stolen away by Stephen Colbert?

Comedian and pseudo-candidate Stephen Colbert, tapping the South Carolina primary as his playground, appears to have a bead on the classic Ron Paul voter.

Ron Paul should watch out: Stephen Colbert may be trying to steal his voters in the upcoming South Carolina primary.

Laugh if you want, but this is semi-serious, in the way that the chips in a chocolate chip cookie are usually semi-sweet. Talk-show host/political provocateur/hair model Colbert has formed an exploratory committee to look into the possibility of running for president of South Carolina, in case you haven?t heard. He took this action after a Public Policy Polling survey showed him ahead of at least one real politician, Jon Huntsman, in the Palmetto State race.

Mr. Huntsman?s since dropped out, of course, which Mr. Colbert says was the result of his (Colbert?s) possible candidacy.

But there is a flaw in the comedian?s ointment: South Carolina has no provision for write-ins on its ballot, and it?s too late for Colbert to enter the primary.

What to do? Flip the problem around, and adopt the name of someone who can?t get off the ballot, even though they?re no longer running: Herman Cain. Brilliant!

?Anybody who shares my values can show it by voting for Herman Cain,? said Colbert on his Monday night show.

And here?s where Representative Paul comes in: Colbert appears to be reaching out to the demographic that in Iowa and New Hampshire supported the Texas libertarian. That means he wants young people (a category in which Paul has done very well), independent-minded voters, and Democrats willing to cross party lines to vote for someone whose policies they admire.

As Colbert noted on Monday, South Carolina has an open primary, which means you don?t have to be a preregistered Republican to participate in the GOP vote. He said he?s fishing for ?independents, Democrats, college kids, viewers of my show, people who attended my rally, my Twitter followers, my good friends on Reddit, young people of the Internet ? stand up and shout!?

Doesn?t that list sound like people who are also attracted to Paul? Yes, it does to us, too. Paul won a plurality of 46 percent of voters ages 18 to 29 in New Hampshire, for instance.

Now, Paul is not expected to do as well in South Carolina as he did in Iowa and New Hampshire. Paul?s non-interventionist foreign policy, in particular, does not always go over well in a state with many large military bases.

Right now, Paul is tied with Rick Santorum for third in South Carolina, at 14.3 percent of the vote, according to the RealClearPolitics average of major polls.

But you know how the media play the expectations game: If even a percentage point or two of Paul?s vote decides to bolt for the Cain/Colbert experiment, then the MSM will pronounce that Paul did worse than expected, and they'll pay less attention to him than they do now. Or something like that.

One last bit of evidence that Colbert is after Paulites is the new ad from the "super political-action committee" that he once controlled. Now named the Definitely Not Coordinating With Stephen Colbert Super PAC, it released a spot this week explaining that a vote for Mr. Cain in South Carolina is really a vote for Colbert. And the "notion voter" they have pondering this choice is a thin, young man who appears to be a college student, probably spends a lot of time on the Internet, and so forth.

Sure looks like a picture of a Paul supporter to us.

7 charged in $62 million Dell insider-trading case (Reuters)

NEW YORK (Reuters) ? Seven people were charged with a scheme to reap nearly $62 million in illegal profits on trades on Dell Inc shares, the latest salvo in a sweeping probe of suspicious trading at hedge funds.

The FBI in New York arrested four people on Wednesday and authorities announced previously secret charges against three others, making this case one the largest in the office's long -running probe of insider trading.

Dubbed the "Perfect Hedge," the probe has examined suspected sharing of confidential business information with hedge fund managers and analysts. Galleon Group hedge fund tycoon Raj Rajaratnam was arrested as part of the investigation and is now serving an 11-year prison term.

The defendants arrested on Wednesday include Anthony Chiasson, who co-founded the Level Global Investors hedge fund. He turned himself in to the FBI in New York, an agency spokesman said.

Todd Newman, who headed technology trading for hedge fund Diamondback Capital Management from Boston, was also arrested, the spokesman said.

Chiasson and Newman are accused of illegally trading ahead of computer maker Dell Inc 's 2008 first- and second- quarter earnings announcements, netting them $57 million and $3.8 million respectively in profits. Another defendant, Jon Horvath, is accused of making a $1 million, illegal Dell trade. The earnings information was provided by an unnamed source at Dell and relayed to the defendants, court documents said.

A Dell representative could not immediately be reached for a c comment. Lawyers for the trading defendants could not immediately be reached for a comment.

Newman had been placed on leave of absence from Diamondback in 2010 and subsequently was let go by that firm. Reuters in November reported the government's interest in Newman.

Chiasson, Newman, Horvath and one other were charged in U.S. District Court in Manhattan with one count each of conspiracy to commit securities fraud and securities fraud, according to court document.

Horvath, who was also arrested on Wednesday, is currently employed at Sigma Capital management, a unit of Steven A. Cohen's $14 billion hedge fund SAC Capital, said a person familiar with the case who is not authorized to speak publicly.

A spokesman for SAC Capital could not immediately be reached for comment.

A fourth person was arrested in Los Angeles earlier on Wednesday, the FBI spokesman said.

Charges also were made public against three other people who previously have pleaded guilty and are cooperating with the government, court documents showed.

The three are: Sandeep Goyal, a former Dell employee; Spyridon Adondakis, a former junior analyst at Level Global; and Jesse Tortora, who worked at Diamondback Capital Management.

Lawyers for Adondakis, Tortora and Goyal did not immediately respond to requests for a comment.

The criminal complaint -- signed by FBI agent David Makol, who was assigned to the Galleon investigation -- accused Newman and Chiasson of using information obtained by the three cooperators and their network of sources at companies to make illegal trades.

MORE HEADACHES FOR SAC

Horvath's arrest creates more headaches for fund industry titan Steven A. Cohen , who has not been accused of wrongdoing.

Federal investigators have been looking into allegations of wrongful trading at SAC for more than four years, Reuters has previously reported, and Horvath's arrest comes after criminal cases of others who have been tied to SAC.

Donald Longueuil, a one-time SAC portfolio manager, last year was sentenced to 2-1/2 years in prison for insider trading while Noah Freeman, another former SAC portfolio manager, cooperated with the government and pleaded guilty.

More than 50 people have been arrested or charged in overlapping federal insider trading probes that were first unveiled in October 2009. Most of these people have pleaded guilty or been convicted.

Many of the cases have been based at least in part on the use of government wiretaps authorized by federal judges. Four hedge fund firms -- Level Global, Diamondback, Loch Capital Management and Barai Capital Management -- were raided by the FBI in late 2010 as part of the insider-trading probe. Level Global, Loch and Barai have since folded.

Rajaratnam remains the best-known investor implicated in the probe. A jury convicted him of fraud and conspiracy last May. Rajat Gupta, a former chief of the consulting firm McKinsey & Co and director of both Goldman Sachs Group Inc and Procter & Gamble Co, has been charged with providing illegal tips to Rajaratnam. He is fighting those charges.

Paula Deen?s Diabetes: More Fodder For Anthony Bourdain On Twitter

No Reservations star and frequent Food Network castigator Anthony Bourdain is back at it again, slamming southern cook Paula Deen on Twitter.

In light of Paula Deen?s recent announcement that she has type 2 diabetes and subsequent endorsement deal with a certain line of diabetes medication, Bourdain tweeted this little gem late Tuesday:

Deen went on the Today Show earlier this week to announce the fact that she?s been dealing with the disease for a while. Naturally, due to her cooking style and the abundance of butter, butter and more butter, the internet put on their best ?wow, what a shocker? face.

The story got another ruffle when reports emerged about Deen?s new gig ? as a spokeswoman for the Novo Nordisk campaign, promoting a new diabetes medication. She just recently began promoting the drug via Twitter:

Now, we aren?t going to say that Paula Deen cooked and ate herself into a serious illness and is now profiting off of said illness, but Bourdain?s tweet seems to implicate as much. TMZ later put words in his mouth, saying that he called her a ?diabetic scam artist.? Bourdain clarified that those were their words, not his:

He has continued to tweet about Deen?s situation ? responding with ?fair enough? when one Twitter follower said ?I?ll say the same thing about you when you are the sopkesman for liver disease.?

This is not the firs time that Anthony Bourdain, Paula Deen and Twitter had an incredibly humorous m?nage ? trois. He said that Deen was the ?cook worst for America? and made fun of her donut burger back in August 2011.

Italian researchers found a DNA sequence that cause the most severe cases of lupus

A "genetic accelerator" is responsible for the most severe cases of Lupus (systemic lupus erythemathosus), an autoimmune disease: the accelerator, called enhancer HS1.2, speeds up the activity of some critical genes of the immune system involved in the disease.

A team of Italian researchers at the Catholic University of Sacred Heart in Rome found that the enhancer HS1.2 is like the accelerator of the car and boosts the pathological immune response typical of the disease by enhancing the production of the pathological antibodies that attack the patient's body instead of defending it (autoantibodies).

Professor Gianfranco Ferraccioli, Head of the Rheumatology Unit of Rheumatology and Internal Medicine of the Catholic University led the research in collaboration with Professor Domenico Frezza at Tor Vergata University of Rome and Professor Raffaella Scorza at University of Milan and they published their results in the Annals of the Rheumatic Diseases.

The discovery could lead to more targeted and effective therapies against this complex disease, in particular against the most severe cases, Professor Ferraccioli explained.

Systemic lupus erythematosus is an autoimmune disease, that is a condition in which the patient's immune system goes haywire and begins to attack the body rather than defend it. Lupus affects about 60,000 people in Italy, with a major prevalence among females. Lupus affects so several different organs and tissues and causes a variety of symptoms, including joint pain, fever, skin rashes, hair loss, Raynaud's disease, anemia, nephritis.

The therapies currently used are based on cortisone, anti-malarial drugs and immunosuppressants (azathioprine, mycophenolate, cyclophosphamide) and biologic drugs (rituximab, Belimumab).

But in many cases Lupus is more aggressive and so far the origin of this particular severity was quite unclear.

Italian researchers discovered that the cause of the most severe cases is the accelerator HS1.2 enhancer. Enhancers are DNA sequences that accelerate the activation of neighboring genes and enhance their functioning, hence the name.

HS1.2 leads to enhanced activation of the "transcription factor NF-KB" (a transcription factor is a molecule that "reads" the genes to make them work), which in turn dramatically increases the aggressiveness of the inflammatory processes underlying the disease.

Italian researchers have discovered that over 30 per cent of the patients has the enhancer HS1.2 in their Dna and that it causes a more severe form of Lupus.

The researchers reached this finding after demonstrating that the enhancer HS1.2 promotes also other autoimmune diseases such as rheumatoid arthritis and identified how the enhancer causes increased susceptibility to autoimmune diseases.

"Our results suggest that new drugs that turn off the enhancer HS1.2, or inhibit its effect on NF-KB, can stop the disease without the need for immunosuppressive drugs or other therapies with many side effects," Ferraccioli said. "Moreover the discovery of the role of this enhancer allows us to better classify patients and formulate a precise prognosis for each one moving toward more personalized care."
